Seen passing my place this afternoon. There were a couple more in the rear. These folks hitch up their mules and buggies for parades and I think to keep the animals used to the traffic.
I live near a training facility for horse carriage driving. On rare occasions, I see something like this, and in that case, yes, it's to get the animals used to the road. Must say, it's fun to watch... Even with the solid fuel exhaust...
We have Mennonites in the next county over. Those shown in my picture are just plain folks with mules. The Mennonites use real carriages and horses, although I have seen them using cars lately. They do live simply - simply hard... been there, done that, never again. :)

They are in a sort of club. I don't think there was a parade today.
